Early Life and Medical Education
Born in the Karaganda region, the prominent healthcare professional, medical doctor of sciences and chairperson of the National Medical Holding JSC, graduated from the Karaganda State Medical University in 1984 with a degree in General Medicine.
Medical Career
From 1984 to 1998, she served as a neurologist in various medical institutions in Karaganda, rising to the position of deputy chief physician at the Karaganda Multidisciplinary Medical and Diagnostic Center. She then held leadership roles in the Karaganda Regional Health Department, including head of the medical care organization department and chairperson of the medical and social expert commission.
Academic Pursuits and Government Service
From 2001 to 2006, she pursued a doctorate in public health and healthcare management at Kazakh State Medical Academy. During this period, she also served as head of a department, director of a department, and deputy director of a department at the Ministry of Health of the Republic of Kazakhstan. In 2004, she completed a degree in Law from Karaganda State University named after E.A. Buketov.
From 2004 to 2006, she held the position of pro-rector of Kazakh State Medical Academy before transitioning to the Administration of the President of the Republic of Kazakhstan, where she worked as a chief expert, chief inspector, and head of a sector in the socio-economic monitoring department.
Leadership in Healthcare Regulation
On December 4, 2008, she was appointed Chairperson of the Committee for the Control of Medical Services at the Ministry of Health of the Republic of Kazakhstan. She later became Chairperson of the Committee for Payment of Medical Services in November 2009. In April 2010, she was appointed Vice Minister of Health of the Republic of Kazakhstan.
Minister of Health
On October 7, 2010, she was appointed Minister of Health of the Republic of Kazakhstan by presidential decree. She served in this role until August 2014, when the Ministry of Health was reorganized.
Continued Leadership
In August 2014, she was appointed First Vice Minister of the newly formed Ministry of Health and Social Development of the Republic of Kazakhstan. In October 2015, she became the chairperson of the National Medical Holding JSC.
Awards and Recognition
For her distinguished service and contributions to the development of the nation, she was awarded the Order of "Qұrmet" in 2009.
