Shelby was born in Brownsville, Texas, and later moved to California, where she began her acting career. She started with minor roles, appearing in TV series such as "ER," "Ned's Declassified School Survival Guide," and "Romeo!" Despite her early success in acting, Shelby was initially trained to become a top model. She was homeschooled and was fluent in both English and Spanish from a young age.
