Early Life and Education
Rustam Nurlanovich Akhmetov was born on September 16, 1948, in Yesil, Akmola Oblast. He graduated from the Abai Kazakh State Pedagogical Institute in 1974 as a mathematics teacher. In 1993, he obtained a degree from the Kazakh Institute of Management, Economics, and Forecasting.
Professional Career
Akhmetov began his career as a turner in 1966 and served in the Soviet Army. From 1974 to 1980, he held various positions in the student union, including Deputy Chairman of the Kazakh State Pedagogical Institute Trade Union, instructor, and commissioner of the student construction brigade headquarters.
Political Involvement
Akhmetov entered the political arena in 1980, serving as Head of the Department of the Kalininsky District Executive Committee in Almaty and Deputy Head of the Almaty City Party Committee. He then became an instructor and political organizer in the Department of the Central Committee of the Communist Party of Kazakhstan from 1988 to 1991.
Presidential Administration
From 1991 to 1993, Akhmetov held several roles within the presidential administration, including referent, senior referent in the Department of Religious Organizations, consultant in the Department of Political Analysis, and State Inspector in the Chief Control Inspectorate. He was also a member of the Central Election Commission from 1993 to 1995 and State Inspector in the Organizational and Control Department of the Presidential Administration from 1995 to 1997.
Governor of East Kazakhstan
In March-May 1997, Akhmetov served as Deputy Akim (Governor) of Kokchetav Oblast. From May 1997, he held positions as Deputy Akim and First Deputy Akim of East Kazakhstan Oblast. He became Akim of East Kazakhstan Oblast on February 27, 2003, succeeding Vitaly Mette. He held this post until December 8, 2004.
Senator
In 2005, Akhmetov was elected to the Senate of the Parliament of Kazakhstan from East Kazakhstan Oblast, receiving 89.5% of the vote. As of September 16, 2008, he served as Secretary of the Committee on Economic and Regional Policy.
Personal Life and Honors
Akhmetov is married and has two sons. He has been awarded the Order of Kurmet, a Diploma of the Supreme Council of the Kazakh SSR, and seven medals. On September 1, 2005, he donated a Gazelle vehicle to a village school in the Altai Territory.
