Early Life and Education

Born on December 26, 1948, in Kalinino, Vladimir Oblast, Russia, Valery Serdyukov graduated in 1971 from the Moscow Geological Prospecting Institute named after Sergo Ordzhonikidze as a mining engineer.

Mining and Industrial Career

Serdyukov's career began at the Navoi Mining and Metallurgical Combine in Uzbekistan, where he held positions as shift supervisor and head of a uranium mining section (1971-1977). He then moved to the "Phosphorit" production association in Kingisepp, Leningrad Oblast, serving as a mining supervisor and section head (1977-1978).

Political Involvement in Kingisepp

From 1978 to 1981, Serdyukov worked as an instructor in the industrial and transport department of the Kingisepp city committee of the Communist Party of the Soviet Union (CPSU). He subsequently rose to become head of that department (1981-1986) and first deputy chairman of the Kingisepp city executive committee (1986-1987).

In the 1990s, Serdyukov served as second secretary of the Kingisepp city committee of the CPSU (1990) and chairman of the Kingisepp city council of people's deputies (1990-1991). During this period, he played a significant role in the anti-Estonian movement in Leningrad Oblast.

Leadership in Leningrad Oblast

Following the Soviet collapse, Serdyukov was elected chairman of the Leningrad Oblast Council in October 1991. In February 1993, he co-founded the Association of Chairmen of Regional and Oblast Councils of People's Deputies, which was headquartered in Saint Petersburg.

In December 1993, Serdyukov became a member of the Federation Council of the Federal Assembly of Russia. He was elected governor of Leningrad Oblast in September 1996 and returned to the Federation Council in October 1996.

Appointment to Federal Government

On September 18, 1998, Serdyukov was appointed first deputy chairman of the Russian government. However, he was dismissed from this position by presidential decree on April 27, 1999.

Return to the Federation Council

Since February 28, 2001, Serdyukov has represented the Vladimir Oblast administration in the Federation Council. He currently chairs the Federation Council Committee on Affairs of the Commonwealth of Independent States.

Personal Life

Serdyukov is married to Valentina Dmitrievna, an economist, and they have two sons, Sergei and Andrei.
