Early Life and Education
Valery Karlovich Gartung was born on November 12, 1960, in Kopeysk, Chelyabinsk Oblast, into a family of miners. In 1983, he earned his diploma with honors from the Chelyabinsk Polytechnic Institute, specializing in "automobiles and tractors."
Career in Manufacturing
From 1983 to 1988, Gartung's career at the Chelyabinsk Forging and Pressing Plant progressed rapidly. He began as an assembly line worker and rose through the ranks to become section manager.
Entrepreneurial Endeavors
During the nascent cooperative movement in the Soviet Union, Gartung ventured into business. He worked as a fitness instructor, oversaw a cost-accounting unit, and served as general director of a medical insurance company.
Return to Manufacturing and Political Career
Gartung eventually returned to the Chelyabinsk Forging and Pressing Plant, where he held the position of general director from November 1996 to December 1997. In December 1997, he was elected as a member of the State Duma's second term, representing the Sovetsky single-mandate constituency (No. 186) in Chelyabinsk.
Second Term in the State Duma
In 1999, Gartung was re-elected to the State Duma for a second term, this time from the same constituency (No. 186). He became deputy chairman of the "People's Deputy" parliamentary group and served on the Committee on Budget and Taxes.
Legislative Contributions
Gartung actively contributed to the drafting of laws aimed at promoting domestic production and addressing social issues. His legislative approach prioritized creating favorable conditions for Russian businesses.
