Early Life and Education
Serhiy Kunitsyn was born in Ukraine and has a distinguished educational background. He holds a Doctorate in Economics (2006) and graduated from the Mykolaiv Agricultural Technical School in 1974 and the Kherson Agricultural Institute in 1979.
Professional Career
Agricultural and Hydrotechnical RolesKunitsyn's professional journey began in 1979 as a leading engineer-designer at the Hydro Engineering and Land Reclamation Research Institute. From 1980 to 1984, he served as a chief hydroengineer and later became the deputy chairman for production at the Krupskaya collective farm in the Nyzhnogorsky district of the Crimean region (1984-1985).
Political Leadership
Kunitsyn entered the political realm in March 1994 as the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea. He served in this role until January 1996. From 1996 to 2000, he acted as an informal advisor to the President of Ukraine on regional policy.
Member of Parliament and Government Official
Kunitsyn's parliamentary career spanned from March 1994 to May 2006, serving as a People's Deputy of Ukraine for three consecutive terms (2nd, 3rd, and 4th convocations). In July 2001, he was appointed Chairman of the Council of Ministers of Crimea, a position he held until April 2002.
Social Security and Insurance
In 2012, Kunitsyn was elected Chairman of the Board of the Social Insurance Fund for Temporary Disability of Ukraine. He currently holds the position of First Deputy Chairman of the Federation of Trade Unions of Ukraine (FPU).
Community Involvement
Kunitsyn has actively participated in community affairs, serving as a deputy of the Crimean Regional Council of People's Deputies (1987-1991) and a deputy of the Supreme Council of Crimea (1991-1994).
Honors and Recognition
Kunitsyn has received numerous awards for his contributions, including:
- Order of Merit, II (2002) and III (1997) degrees
- Order of the Red Banner of Labor (1988)- Medal "For Labor Distinction" (1977)
- Honorary Diploma of the Verkhovna Rada of Ukraine (2002)

Serhiy Kunitsyn is married to Eugenia Fedorovna and has two children, Olga and Yuri.
