Early Life and Education
Viktor Aleksandrovich Tolokonsky was born on May 27, 1953, in Novosibirsk, Russia. In 1975, he graduated from the Faculty of General Economics at the Novosibirsk Institute of National Economy. He then pursued postgraduate studies at Novosibirsk State University, completing his PhD.
Early Career
Tolokonsky began his career as a lecturer at several universities in Novosibirsk. In 1981, he was appointed to the Novosibirsk Regional Executive Committee, where he held various positions, including Head of the Department of Industry and Consumer Goods and Deputy Chairman of the Planning Commission.
Political Career
Novosibirsk MayorIn 1991, Tolokonsky became a Deputy Chairman of the Novosibirsk City Executive Committee, and in 1992 he was appointed First Deputy Chairman. From December 1993 to January 2000, he served as Mayor of Novosibirsk, winning a majority of over 80% of votes in 1996.
During his tenure as Mayor, Tolokonsky was twice elected President of the Association of Siberian and Far Eastern Cities and served as Vice-President of the Union of Russian Cities. He was also a member of the Council on Local Self-Government under the President of the Russian Federation.
Governor of Novosibirsk Oblast
In January 2000, Tolokonsky was elected Governor of Novosibirsk Oblast. He currently serves as a member of the State Council of the Russian Federation and heads and participates in working groups on various development initiatives within the Russian government.
