Education
Zoryana Skaletska obtained her LLB from the Faculty of Law at the National University of Kyiv-Mohyla Academy (NaUKMA) in 2002. From 2002 to 2006, she pursued her LLD at the Faculty of Law and Administration at Maria Curie-Sklodowska University in Lublin, Poland.
In 2005, she participated in the World Bank Institute's "Health and Poverty" distance learning course and the World Bank-supported Ukrainian pilot course "Reforming Health and Financing Sector" at NaUKMA's School of Public Health. From 2011 to 2012, she completed the year-long Advanced Certificate Program for Central and Eastern Europe "Research Ethics" at Union Graduate College in Schenectady, New York, USA.
Professional Experience
Skaletska commenced her career in 2001 as a leading specialist in the Department of Legal Analysis of Regulatory Acts within the Main Directorate of Regulatory Policy at the State Committee of Ukraine for Regulatory Policy and Entrepreneurship.
From 2006, she joined NaUKMA, where she held various roles, including Lecturer (2014) and Deputy Dean of the Faculty of Legal Sciences (2015). She teaches courses on "Human Rights and Biomedicine" and "Medical Law." She also serves as the Director of the program "Ethical and Legal Issues of Bioethics, Pharmaceutical and Medical Law" at NaUKMA's Center for International Protection of Human Rights.
Outside academia, Skaletska has worked as an expert for the Council of Entrepreneurs under the Cabinet of Ministers of Ukraine (2010-2011) and as the Head of the Legal Department of the Ukrainian League for the Promotion of Palliative and Hospice Care (2011-2012).
Leadership and Recognition
Skaletska is the Chairperson of the Board of the Ukrainian Medico-Legal Association and a member of the World Association for Medical Law. She is also the Director of the public organization Health Forum and an expert on health reform within the Reanimation Package of Reforms.
Skaletska is a renowned author and analyst, having published over 25 scientific papers and textbooks on medical topics. She has also co-authored numerous draft laws, expert opinions for the Verkhovna Rada of Ukraine and the Government, as well as international projects and organizations.
Ministerial Appointment
On August 29, 2019, Skaletska was appointed Minister of Health of Ukraine in the government led by Oleksiy Honcharuk.
