Early Life and Military Service
Vladimir Soloviev was born in 1942. He graduated from the Ordzhonikidzev Higher Anti-Aircraft Missile Command School in 1965 and served in the Baku Air Defense District as deputy commander of a company for political affairs. Subsequently, he completed a degree in law from the Military-Political Academy named after V.I. Lenin.
Military Prosecutor Career
Soloviev progressed through the ranks of the military prosecutor's office, serving as military investigator, garrison military prosecutor, and military prosecutor of the Army Air Defense in Khabarovsk. From 1983 to 1986, he was first deputy military prosecutor of the Pacific Fleet, followed by a term as military prosecutor of the Siberian Military District from 1986 to 1990.
In 1990, Soloviev was appointed military prosecutor of the North Caucasian Military District. During the armed conflict in Chechnya, he organized the oversight and investigation of military tactical groups in the field. In 1994, he established the military prosecutor's office in Chechnya within two days.
Role in the Chechnya Conflict
Under Soloviev's leadership, over 235 officers served as military prosecutors in Chechnya. For their personal courage and loyalty, over 50 officers were awarded orders and medals. His office investigated more than 1,500 crimes, referred over 300 cases to court, and convicted over 240 individuals.
Recognition and Honors
In recognition of his service, Soloviev's name was entered into the Book of Honor of the Military Prosecutor's Office. He received the following awards:
- Order "For Service to the Homeland in the Armed Forces of the USSR" (1988)
- Honored Lawyer of the Russian Federation (1997)
- Honorary Prosecutor of the Russian Federation (1992)- Personal firearms (1995)
