Early Life and Education
Assel Koishybayeva was born on October 3, 1958, in the village of Jalanash in the Kegen district of the Almaty region. She graduated from the Kazakh State University named after S. M. Kirov in 1981 with a degree in law.
Professional Career
Koishybayeva began her career as a laboratory assistant at a vocational school in 1975. After completing her university studies, she worked as a legal adviser at the Dzhambul Regional Construction Bank from 1981 to 1982. She then became a lawyer at the Dzhambul City Executive Committee in 1982.
Political Career
Koishybayeva entered politics in 1986, when she joined the Almaty City Executive Committee. She held various positions, including inspector and head of the department for registration and distribution of housing. From 1994 to 1995, she served as deputy chairman of the Committee on Economic Reform of the Supreme Council of the Republic of Kazakhstan.
Central Electoral Commission
In 1995, Koishybayeva was appointed secretary of the Central Electoral Commission of the Republic of Kazakhstan. She became chairwoman of the commission in 1996.
Minister of Justice
Koishybayeva served as Minister of Justice of the Republic of Kazakhstan from April 2005 to April 2, 2009.
Parliamentarian
Since April 2, 2009, Koishybayeva has been a member of the Parliament (Mazhilis) of the Republic of Kazakhstan. She is a member of the Committee on Legislation and Judicial and Legal Reform.
Personal Life
Assel Koishybayeva is married to Mukhtar Abzalovich Baliyev. They have four sons (Daniyar, Ernar, Aliyar, and Nursultan) and two daughters (Nargiza and Aldara).
