Ruben Vardanyan: A Statesman of Nagorno-Karabakh
Early Life and EducationRuben Vardanyan was born on January 20, 1979, in Stepanakert, Nagorno-Karabakh Autonomous Oblast, Azerbaijan SSR. He attended local schools and graduated from the Artsakh State University's Faculty of Economics in 1999. Vardanyan subsequently earned a degree from Mesrop Mashtots University in 2007.
Career in Finance
Vardanyan's career in finance commenced in the Nagorno-Karabakh Republic's Tax Administration in 1999. He held various positions and ascended to the role of Deputy Head of the Tax Service in 2009. In 2015 and 2017, he was appointed Deputy Minister and First Deputy Minister of Finance, respectively. He became Minister of Finance in 2018.
Entry into Politics
After the 2020 parliamentary elections, Vardanyan was elected to the National Assembly on the "Free Homeland-OGA" ticket. He served as the leader of the "Free Homeland-OGA" faction.
State Minister of Nagorno-Karabakh
On September 11, 2023, just before the outbreak of hostilities initiated by Azerbaijan in Nagorno-Karabakh, Vardanyan resigned his parliamentary seat. On September 18, President Samvel Shakhramanyan appointed him as State Minister of Nagorno-Karabakh. Vardanyan led the Karabakh Armenian delegation at a meeting with Azerbaijani officials in Yevlakh on September 21.
Diplomatic Engagement
Ruben Vardanyan has played an active role in diplomatic efforts related to Nagorno-Karabakh. He has met with international representatives and participated in negotiations aimed at resolving the conflict.
