Education
Anatoliy Torokhtii received his legal education from the Kyiv National University of Internal Affairs. Subsequently, he pursued further studies in state governance at the Dnipropetrovsk Regional Institute of State Administration, part of the National Academy of State Administration under the President of Ukraine.
Professional Experience
Torokhtii's professional journey began as a legal advisor at the Kyiv branch of the State Food and Grain Corporation of Ukraine, specifically at the Odesa Grain Terminal. Later, he held the position of Head of Legal Affairs at the State Agriculture Inspectorate in the Kirovohrad region.
Political Career
In 2006, Torokhtii sought a seat on the Kropyvnytskyi City Council as a candidate for the "Pora" party. He subsequently ran for the Ukrainian Parliament in the 2019 elections as a member of the "Servant of the People" party, holding the 105th spot on the party list. At the time of his election, he was an independent, working as a legal advisor at the Kyiv branch of the State Food and Grain Corporation of Ukraine's Odesa Grain Terminal.
Once elected, Torokhtii assumed a role on the Verkhovna Rada's Committee on Legal Policy. He also became a member of the Ukrainian-Lithuanian inter-parliamentary assembly.
Controversies
In June 2023, investigative journalists at Bihus.info uncovered allegations that Torokhtii's wife had purchased real estate in the Bulgarian resort town of Nessebar, valued at approximately $477,000, during the ongoing full-scale invasion of Ukraine. Additionally, it was reported that Torokhtii had switched between three expensive vehicles and vacationed with his wife in Bulgaria in August 2022.
Subsequently, on August 8, 2022, Davyd Arakhamia, head of the "Servant of the People" faction, initiated the process of expelling Torokhtii from the party and urged him to relinquish his parliamentary mandate.
Expulsion from Parliament
On August 10, 2023, Arakhamia announced the completion of all legal procedures for the expulsion of Torokhtii and another party member, Anatoliy Gunko, from the faction. Independent investigations also revealed that between February 24, 2022, and June 1, 2023, Torokhtii had traveled outside Ukraine eight times without publicly acknowledging his overseas trips on social media.
