Biography of Bolat Zhylkyshiev
Bolat Zhylkyshiev is a member of the Senate of the Parliament of the Republic of Kazakhstan. He was born on September 17, 1957, in the village of Abai, Keles District, South Kazakhstan Region.
Education and Early Career
In 1979, Zhylkyshiev graduated from the Kazakh Chemical-Technological Institute with a degree in Mechanical Engineering. Later, in 1996, he obtained a degree in Engineering Economics from the South Kazakhstan Technical University. After completing his studies, Zhylkyshiev worked at a brick plant as a master, engineer, senior engineer at a design bureau, senior engineer in the automotive industry, and chief mechanic at the "Promstroymaterials" trust.
Political Career
From 1984 to 1991, Zhylkyshiev held positions as an instructor in the Dzerzhinsk District Committee of the Party and then as secretary of the Party Bureau of the Chimkent Oil Extraction Plant. From 1991 to 1992, he served as the deputy chairman of the Chimkent City Executive Committee.
From 1992 to 1995, Zhylkyshiev was the head of the Dzerzhinsk District Administration in the city of Chimkent. From October 1995 to January 1998, he served as the mayor of Zhambyl (since January 1997, Taraz).
From February to December 1999, Zhylkyshiev was the head of the Department of Construction, Improvement, and Utilities of the South Kazakhstan Regional Administration. From December 1999 to March 2001, he was the mayor of Kentau in the South Kazakhstan Region.
In March 2001, Zhylkyshiev became the mayor of Chimkent. On August 31, 2002, he was appointed as the governor of the South Kazakhstan Region.
In September 2006, Zhylkyshiev was relieved of his position and appointed as the Vice President of the National Atomic Company "Kazatomprom" according to the decree of the President of the Republic of Kazakhstan.
In August 2007, by the decree of the President of the Republic of Kazakhstan, Zhylkyshiev was appointed as a senator of the Parliament of the Republic of Kazakhstan. He is a member of the Committee on Agricultural Issues and Environmental Protection.
Family Background
Zhylkyshiev's father, Abzhapar Zhylkyshiev (1917-1995), was a participant in the Great Patriotic War. He worked as the first secretary of the Keles and Georgievsk District Committees and as the chairman of the Party Commission at the Chimkent Regional Committee of the Party. He was also a member of the Union of Writers of Kazakhstan.
