Early Life and Political BeginningsCelia Villalobos Talero, born in Málaga, Spain on March 25, 1949, embarked on her political career in 1986. She was elected to the Spanish Parliament's lower house as a representative of Málaga, serving ten consecutive terms. Throughout her tenure, she held the position of spokesperson for the Popular Party (PP) parliamentary group.
Ascent to Ministerial Office
In 1995, Villalobos was appointed Mayor of Málaga, a role she held until 2000. Following the election of José María Aznar as Prime Minister, she joined his cabinet as Minister of Health and Consumer Affairs from 2000 to 2002.
Mixed Ministerial Performance
Villalobos's tenure as Minister was marked by controversy, particularly her handling of the bovine spongiform encephalopathy (BSE) outbreak. Her outspoken stance and unconventional methods drew criticism. Nonetheless, she was considered one of the more liberal members of the PP.
