Early Life and Education

Gadzhiakhmedov was born on March 10, 1964, in the village of Torkal in the Khiv district of Dagestan. In 1970, he relocated to Derbent and attended Secondary School No. 3, graduating with honors. He subsequently pursued an economic degree at the Dagestan State University from 1981 to 1986.

Career in Public Service

Gadzhiakhmedov's public service career commenced in 1986 when he joined the Elektorosignal plant as a dispatcher. From 1987 to 1991, he headed the Komsomol Committee within the same organization. In 1991-1992, he served as director of the Vatan small enterprise.

In January 1992, Gadzhiakhmedov was elected as Deputy Chairman of the City Council of People's Deputies. He held this position until 1994, when he became the First Deputy Head of the Administration. In 1997, he graduated with distinction from the Russian Academy of Public Administration under the President of the Russian Federation in Moscow.

Transformational Leadership in Derbent

Under Gadzhiakhmedov's leadership, Derbent witnessed significant progress. He initiated a successful experiment in taxation and implemented various measures to enhance local budget revenue. His efforts also resulted in the improvement of the city's socio-economic situation. In recognition of his contributions, Gadzhiakhmedov was awarded the honorary title of "Honored Economist of the Republic of Dagestan" in 1999.

Appointment as Head of Administration

In June 2000, the State Council of the Republic of Dagestan appointed Gadzhiakhmedov as Acting Head of Administration. Two months later, in August 2000, he was officially elected as the Head of Administration of the City of Derbent.

Promoting Derbent's Heritage

During his tenure, Gadzhiakhmedov focused on addressing crucial urban issues and promoting Derbent as a UNESCO World Heritage site. His efforts brought international attention to the city's rich historical heritage, resulting in the conferment of a commemorative UNESCO medal.
