Early Life and Education
Born in South Vietnam, Joseph Cao fled to the United States in 1975 with his mother and sisters. His father served in the South Vietnamese army.
Cao completed his undergraduate education at Baylor University in Texas, earning a bachelor's degree in physics. He went on to Fordham University in New York City for a master's degree in philosophy.
Academic and Legal Career
Cao taught philosophy at the Jesuit-affiliated Loyola University New Orleans. In 2000, he received his Juris Doctor degree from the same university.
After graduation, Cao established a private law practice specializing in immigration law.
Political Awakening
Hurricane Katrina's devastating impact on New Orleans in 2005 prompted Cao to enter politics. He became frustrated with the government's response and decided to make a change.
Election to Congress
On December 6, 2008, Cao made history by becoming the first Vietnamese-American elected to the United States Congress. He ran as a Republican and defeated incumbent Democrat William Jefferson.
Cao's victory represented a significant shift in the political landscape of Louisiana's Second Congressional District. It was the first time a Republican had held the seat since 1891.
