Kasym-Jomart Tokayev: President of Kazakhstan
Early Life and EducationKasym-Jomart Kemelevich Tokayev was born on May 17, 1953, in Almaty, Kazakhstan. In 1975, he graduated from the Moscow State Institute of International Relations (MGIMO). He completed an internship at the Beijing Linguistic Institute in 1983-1984. In 1992, he graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.
Diplomatic Career
In 1975, Tokayev began his career in the USSR Ministry of Foreign Affairs and was posted to the Soviet embassy in Singapore. He returned to the USSR Foreign Ministry in 1979. From 1984 to 1985, he worked at the USSR Foreign Ministry and was then sent to the Soviet embassy in the People's Republic of China, where he worked until 1991 and held the positions of second secretary, first secretary, and counselor.
In 1992, he was appointed Deputy Minister of Foreign Affairs of Kazakhstan, and in 1993 he became First Deputy Minister of Foreign Affairs. In 1994, he was appointed Minister of Foreign Affairs of Kazakhstan.
Political Career
In March 1999, Tokayev became Deputy Prime Minister. In October 1999, he was appointed Prime Minister of Kazakhstan. From 2002 to 2003, he served as State Secretary and Minister of Foreign Affairs of Kazakhstan.
From 2003 to 2007, he was again Minister of Foreign Affairs of Kazakhstan. In January 2007, he was elected Chairman of the Senate of the Parliament of Kazakhstan.
In 2008, as speaker of the upper house of the Kazakh parliament, he was elected Vice President of the OSCE Parliamentary Assembly. In March 2011, he was appointed Deputy Secretary-General of the United Nations, Director-General of the UN Office at Geneva, and Personal Representative of the UN Secretary-General to the Conference on Disarmament. He also held the position of Secretary-General of the Conference on Disarmament. He was elected Chair of the Foreign Ministerial Councils of the CIS and the Shanghai Cooperation Organization.
Presidency
On October 16, 2013, Tokayev was elected Chairman of the Senate of the Parliament of Kazakhstan. He was re-elected in 2017. On March 19, 2019, outgoing President Nursultan Nazarbayev appointed Kasym-Jomart Tokayev as interim President.
On March 20, 2019, he was sworn in and assumed the office of President. On April 23, 2019, the Nur Otan ("Light of the Fatherland") party nominated Kasym-Jomart Tokayev as its candidate for the upcoming snap presidential elections. Party members voted unanimously in his favor.
On May 3, 2019, the Central Election Commission registered Tokayev as a presidential candidate.
Honors and Awards
Tokayev has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. He is a Doctor of Political Science and author of books on international relations. He is a full member of the World Academy of Arts and Sciences. He is an Honorary Professor of Shenzhen University (China) and the Diplomatic Academy of the Russian Ministry of Foreign Affairs.
He is an Honorary Dean of the Geneva School of Diplomacy and International Relations. He has been awarded numerous state awards from Kazakhstan and foreign countries, including the Russian Orders of Friendship (2004) and Honor (2017).
