Early Life and Marriage

Maneka Gandhi, a prominent Indian politician, was born in Delhi to a Sikh family. Her parents were Lieutenant Colonel Tarlochan Singh Anand and Amteshwar Anand. She studied at Lady Sri Ram College in Delhi University, where she pursued a degree in German. However, it is believed that she did not complete her degree and later submitted the Indian School Certificate (ISC) as her educational qualification in election affidavits.

In 1974, at the age of 18, Maneka married Sanjay Gandhi, the younger son of then Prime Minister Indira Gandhi. The couple lived with Indira Gandhi, and Sanjay actively participated in politics, particularly in the Indian Youth Congress (IYC), the youth wing of the Indian National Congress (INC).

Political Beginnings

By the late 1970s, Sanjay Gandhi had become a key political figure, playing a decisive role in shaping the INC's policies. He orchestrated the removal of several members of Indira Gandhi's cabinet who opposed his vision. Pro-government media focused heavily on Sanjay, who was seen as the future leader of the party.

Maneka often accompanied her husband to events and launched a political monthly magazine called 'Surya'. After the INC's defeat in the 1977 parliamentary elections, Maneka used the magazine to defend the INC, her husband, and her mother-in-law. 'Surya' frequently published interviews with Indira Gandhi, helping to restore her popularity.

Sanjay Gandhi's Death and the Rise of Maneka

Maneka played a key role in Indira Gandhi's 1980 re-election campaign from the Chikmagalur constituency. Her activism and determination earned her the nickname "Durga" ("the inaccessible" or "the invincible"), given to her by Indian author and politician Khushwant Singh.

During the 1977-1980 period when the INC was in opposition, the Morarji Desai government targeted Sanjay Gandhi, subjecting him to multiple arrests. Maneka sought legal recourse, and the landmark 1978 case "Maneka Gandhi v. Union of India" established that "democracy functions on the bedrock of free discussion and open debate and the only corrective action available to the government is democratic."

In March 1980, Maneka and Sanjay had a son, named Feroze by Sanjay and Varun by Indira. In June of the same year, Sanjay died in an aviation accident. Maneka was just 23 years old at the time, and their son was only three months old.

Founding the Sanjay National Forum

In March 1983, Maneka founded her own political party, the Sanjay National Forum (Rashtriya Sanjay Manch, RSM), focusing on youth empowerment and employment generation. The RSM won four out of five seats in the Andhra Pradesh local elections.

Parliamentary Career and Ministerial Roles

In the 1984 parliamentary elections, Maneka contested from Sanjay's former constituency, Amethi, in Uttar Pradesh. In the midst of the campaign, on October 31, 1984, Indira Gandhi was assassinated by her own bodyguards. Maneka condemned the killing as "a dastardly act of violence" and called for an independent commission to investigate the murder with "a panel of distinguished and fearless persons of proven integrity, unconnected with political parties."

The 1984 elections resulted in a landslide victory for the INC, and Rajiv Gandhi became the Prime Minister. Maneka chose to pursue an independent political career and, in 1988, after merging the Rashtriya Sanjay Manch with the main opposition party Janata Dal, she became its General Secretary.

In the 1989 parliamentary elections, Janata Dal emerged victorious, and Maneka Gandhi, at the age of 33, became the youngest Minister in V.P. Singh's cabinet. As Minister of Environment and Forests, she introduced key legislations such as the Coastal Zone Regulation Act and the Public Liability for Hazardous Chemicals Act, established the National Animal Welfare Board, Environment Tribunals, instituted a system for heritage protection, testing and monitoring of automobile emissions, developed an eco-mark scheme for testing and certification, constituted a Committee for the Control of Vivisections, and the Animal Welfare Board of India. She also negotiated on behalf of the Indian government to join the Montreal Protocol.

Re-elections and Ministerial Appointments

Maneka Gandhi contested and won the Pilibhit parliamentary constituency in the 1989, 1996, 1998, 2004, and 2014 parliamentary elections, with significant margins each time.

From 1998 to 1999, she served as Minister of Social Justice and Empowerment in the cabinet of Atal Bihari Vajpayee. In this role, she played a significant role in formulating the nation's pension reform system, contributing to the initial stages of the Old Age Social and Income Security (OASIS) project. The new pension system was introduced by the Indian government from 2004 onwards.

During her tenure, Maneka Gandhi also reorganized the National Rehabilitation Council, simplified adoption laws, launched a "helpline" for street children and a national distribution chain for products made by tribals, organized funding for training centers for retiring servicemen, and initiated $11 million for the rehabilitation of the disabled. She established the world's first-ever Ministry of Animal Welfare and served as its head, banning the use of bears, monkeys, and tigers in public performances, setting up the Animal Welfare Institute to train professionals in the field, and introducing mandatory labeling for food and cosmetics (green and brown dots, respectively, for plant and animal-based ingredients).

Recent Years

In 2009, Maneka Gandhi, along with Brigitte Bardot, appealed to the Nepalese government through open letters to stop animal sacrifices during the Gadhimai festival. Gandhi later held various positions within the Ministry of Culture. Since 2014, she has served as Minister of Women and Child Development in Narendra Modi's cabinet.
