Biography of Mukhtar Aliyev
Mukhtar Aliyev, a Soviet Kazakh surgeon, was born on February 2, 1933, in Tymen-Aryk station in the Yan-Kurgan district of the Kyzyl-Orda region. He graduated from the Turkestan Pedagogical School in 1950 and began his career as a teacher at a seven-year school in Timur Shauldersky district of the Chimkent region from 1950 to 1951.
Medical Education and Early Career
From 1951 to 1957, Aliyev pursued his studies at the Alma-Ata State Medical Institute. After completing his education, he worked as the chief physician and surgeon at the district hospital of the Timur collective farm in the Chimkent region from 1957 to 1958. Aliyev continued his professional development as an intern at the Almaty Medical Institute from 1958 to 1960 and later served as a surgeon at the Republican Clinical Hospital from 1960 to 1961.
Academic Achievements
In 1961, Aliyev became a research fellow at the Kazakh Scientific Research Institute of Oncology and Radiology, where he worked until 1963. He then pursued his academic career as a graduate student and assistant at the Almaty Medical Institute from 1963 to 1969. From 1969 to 1976, Aliyev held the positions of associate professor and head of the department at the Almaty Institute for the Improvement of Doctors. He continued his tenure as the head of the department at the Almaty Medical Institute from 1976 to 1980.
Ministerial and Directorial Positions
From 1980 to 1982, Aliyev served as the Chief Surgeon of the Ministry of Health of the Kazakh SSR and also held the position of Director at the Scientific Research Institute of Clinical and Experimental Surgery from 1980 to 1985. In 1982, he became the Minister of Health of the Kazakh SSR and held this position until 1987. Since 1987, Aliyev has been the Director of the A.N. Syzganov Scientific Center of Surgery.
International Recognition
In 1995, Aliyev was awarded the title of Hero of Kazakhstan, and in 1998, he founded and became the first President of the International Academy of Medical Sciences in Brussels, Belgium. From March 2008 to October 2009, he resided in Vienna, Austria, and then moved to London, United Kingdom. However, in October 2009, Aliyev returned to Kazakhstan.
Challenges Faced
On May 4, 2008, Aliyev voluntarily appeared at the Kazakh embassy in Vienna, stating that his own son, Rakhat Aliyev, was forcibly holding him in Austria. On May 5, 2008, he left the embassy at his own request and soon relocated to England. However, on October 4, 2009, he returned to Kazakhstan.
