Minister of Veterans Affairs
Yuliia Kalmykova has been the Minister of Veterans Affairs of Ukraine since 2024. She previously served as Deputy Defense Minister until 2024 and was the former Director of the Ukrainian Veterans Fund.
Deputy Minister of Defense
In September 2023, Kalmykova was appointed as Deputy Minister of Defense under Rustem Umerov. She held this position until 2024.
Ukrainian Veterans Fund
In February 2022, Kalmykova was named Executive Director of the newly established Ukrainian Veterans Fund within the Ministry of Veterans Affairs. The fund was created to provide budgetary support for veterans' initiatives. It became operational a few days before the start of the full-scale Russian invasion of Ukraine on February 24, 2022.
Military Experience
From June to December 2021, Kalmykova served as an advisor on gender issues to the Command of the Ground Forces of the Armed Forces of Ukraine. Prior to that, she worked at the charity fund "Come Back Alive" from 2018 to 2021. She led the fund's military department and later became the Deputy Director.
Volunteerism
Kalmykova has been involved in volunteerism since 2014, assisting the Ukrainian army. In 2015, she joined the "Come Back Alive" fund as a volunteer.
Education
Kalmykova has a master's degree in Public Administration from the Vinnytsia Academy of Continuing Education (2021). She also holds a degree in Medicine from the Vinnytsia National Medical University (2005). Additionally, she completed an MBA program at MIM-Kyiv Business School.
Research
Kalmykova participated in the Fulbright Research and Development program at the State University of New York at Buffalo. Her research focused on women's leadership in the military, collaborations with veterans' organizations, US government agencies, Syracuse University, and the Institute for Veterans and Military Families.
