Biography of Nguyen Minh Chiet

Nguyen Minh Chiet was born on October 8, 1942, in the commune of Pu An, Bin Duong province. He received his higher education in mathematics and obtained a bachelor's degree. During the Vietnam War, Nguyen worked as a mathematics teacher in Saigon and joined the Communist Party of Vietnam. This period was crucial in his career as he became one of the leaders who were born in the south of Vietnam and did not move to the north during the country's division in 1954.

In 1992, Nguyen was appointed as the party leader of the southern province of Song Be. During his tenure, he successfully transformed the predominantly agrarian region into an attractive destination for foreign investments. In 1997, he was elected to the Politburo and in 2000, became the party leader of Ho Chi Minh City. In this position, he led a campaign against organized crime and corruption. One notable achievement was the arrest and subsequent execution of the mafia boss Truong Van Kam, also known as Nam Kam, for his involvement in contract killings.

However, the investigation revealed negligence on the part of the chief of police, who allowed Nam Kam to develop an illegal gambling business. The head of the national radio, Tran Mai Han, was accused of accepting bribes. It was also discovered that the deputy prosecutor, Pam Si Chen, received a stereo system worth $1,800 for granting Nam Kam early release from prison in the early 1990s. The Communist Party presented the investigation as evidence of their commitment to combat organized crime and corruption, which had caused significant dissatisfaction among the Vietnamese population.

On May 7, 2004, the then President of Vietnam, Tran Duc Luong, rejected Nam Kam's appeal, and on June 3, 2004, the criminal boss was executed. It should be noted that the position of the president in Vietnam is ceremonial, with the government's activities being the responsibility of the prime minister. Nguyen Minh Chiet was elected as president of Vietnam on June 27, 2006, receiving 464 votes (94.12%) from the National Assembly of Vietnam.
