Early Life and Education
Born in 1860 in the Tambov Governorate to a noble family, Nikolai Nikolaevich Chicachev excelled academically. He completed his studies in mathematics at Moscow University before switching to law at Saint Petersburg University, where he earned a law degree.
Government Service
Chicachev's career in public service began in 1881 when he was elected a representative in the Tambov Governorate. In 1890, he joined the Ministry of Internal Affairs as an acting head of the governor's chancellery in Estonia and an advisor to the provincial government. He later served in the Taurida Governorate as a member of the provincial council.
Governorates of Chernigov and Kiev
In 1905, Chicachev was appointed Vice-Governor of Chernigov and later transferred to Kiev in 1906. During his tenure in Kiev, he held various positions, including Chairman of the District Court, Public Prosecutor, and Chairman of the District Council for Peasant Affairs.
Society and Reform
Chicachev's involvement extended beyond government. He became an honorary member of the Kiev branch of the Society for Aid to Soldiers and their Families in 1909. In 1911, he was commissioned by the Ministry of Internal Affairs to assist in implementing land reforms in the South-Western region.
Leadership and Political Role
In 1912, Chicachev was elected Kiev District Marshal of the Nobility and Chairman of the district assembly. He also held leadership positions in numerous organizations, including the District Military Presence, the Committee on Sobriety, and the District Council for Children's Shelters.
Following the death of the Chairman of the Kiev Club of Russian Nationalists in 1912, Chicachev assumed leadership and was elected to the IV State Duma as its representative. After the 1917 revolution, his fate remains unknown.
