Early Life and Education
Akylbek Japarov was born on November 5, 1945, in the village of Mikhaylovka, Penza Oblast. In 1969, he graduated from the Zhambyl Hydroamelioration and Construction Institute with a degree in civil engineering.
Construction Industry Career
From 1969 to 1979, Japarov worked as a foreman, supervisor, and chief engineer for various construction companies in Osh. In 1979, he became the First Deputy Chairman of the Osh City Executive Committee. He later served as the Head of the Osh Oblast "Vodokanal" Administration from 1984 to 1985.
Leadership in Construction and Infrastructure
From 1985 to 1995, Japarov held leadership positions in a number of construction-related organizations, including the "Chuipromstroy" Trust and the "Kyrgyz Construction" Joint Stock Company. In 2000, he became Chairman of the State Commission for Architecture and Construction.
Government Service
Japarov's career took a political turn in 2001 when he was appointed First Vice Prime Minister of the Kyrgyz Republic. On May 30, 2002, he became the Prime Minister of the Kyrgyz Republic.
