Personal Information and Education
Pavlo Melnyk is a Ukrainian public figure and politician. He is a member of the Verkhovna Rada Committee on Ukraine's Integration with the European Union.
Melnyk holds a Master's degree in Philology and Translation from Zaporizhzhia National University. He also completed a second degree in Teaching at Universities and Other Higher Education Institutions. Since 2019, he has been studying at Yaroslav Mudryi National Law University.
Career
Melnyk worked as a journalist and TV host. He won and placed in various national and international music competitions. Additionally, he co-organized regional stages of national beauty contests. He has attended masterclasses led by prominent European political scientists and public relations experts.
Since 2019, Melnyk has served as the PR director of the "Alcohol STOP" Charitable Foundation. He has received commendations from the Zaporizhzhia City Council for his public service and an award from the Ministry of Education and Science of Ukraine.
Political Career
Candidacy and ElectionIn the 2019 parliamentary elections, Melnyk ran as a candidate for the "Servant of the People" party in Constituency 81, which includes Tokmak, Veselovyi District, Mykhailovyi District, Priazovsky, Primorskyi, Tokmakskyi, and Akihivsky districts. At the time of his election, he was living in Tokmak, Zaporizhzhia Oblast.
Committee and Delegation Roles
Melnyk is the Head of the Subcommittee on Coordination of European Union Technical Assistance Programs and Cooperation with Euratom within the Verkhovna Rada Committee on Ukraine's Integration with the European Union. He is also the Deputy Head of the Verkhovna Rada's Permanent Delegation to the EU-Eastern Neighbors Parliamentary Assembly (PA Euronest).
Legislative Contributions
According to the CHESNO movement, in 2019, Melnyk proposed the highest number of legislative bills among Zaporizhzhia parliamentarians. As of December 2021, he has authored 91 bills, including 8 Laws of Ukraine. Of these, 20 have become law.
Major Bills Initiated
Some of the bills personally introduced by Melnyk include:- Mandatory installation of automated control devices on stationary emission sources and disclosure of information on harmful emissions
- Improvement of the socio-economic situation of students in Ukraine, including increased scholarship eligibility and setting minimum scholarship levels at the government-established subsistence level
- Cancellation of late payment penalties for housing and utility services
- Increased penalties for violations related to pesticides, agrochemicals, and toxic chemicals
- Over 150 deputy inquiries on behalf of Ukrainian citizens and labor collectives to local, central, and presidential authorities
Other Initiatives
Melnyk initiated the posthumous awarding of the title of "People's Artist of Ukraine" to the late singer and actor Andriy Kuzmenko (aka "Kuzma Skryabin"). His deputy inquiry to the President of Ukraine was supported by all parliamentary factions. In response, President Volodymyr Zelenskyy posthumously awarded Kuzmenko the title of Hero of Ukraine with an order of distinction.
Melnyk has been a driving force behind major road repairs in southern Zaporizhzhia Oblast, including sections of the M14, N-30, T-08-20, and T-04-08 highways.
He has actively advocated for the resumption of state funding for the "Drinking Water of Ukraine" state target program. A draft law on a nationwide target social program for "Drinking Water of Ukraine" for 2022-2026 has been approved.
During the COVID-19 pandemic, Melnyk allocated funds for regional and oblast hospitals in Zaporizhzhia Oblast to purchase medical equipment, totaling 18 million hryvnias.
He has been an outspoken opponent of illegal construction in Azov Sea coastal resorts.
Melnyk supports the development of tourism in Ukraine. He is the founder of the "Rest in Ukraine" movement and has worked to promote Azov Sea resorts.
