Early Life and Education

Vladimir Semyonovich Katrenko was born on November 11, 1956, in Mineralnye Vody, Stavropol Krai. In 1976, he graduated from Mineralovodsk Railway Technical School No. 4 as an electrician. In 1985, he obtained a degree in Road Construction Machinery and Equipment from Rostov Institute of Railway Transport. He also earned a degree in State Administration from All-Union Correspondence Law Institute in 1991 and a PhD in Economics in 1999.

Career in Transportation and Politics

Katrenko began his career as a mechanic in Mineralovodsk ATK "Kraypotrebsoyuz." After serving in the military from 1976 to 1978, he joined the transportation company "Sovtransavto-Mindvody." He held various positions, including driver, mechanic, head of the motorcade, and secretary of the party committee. In 1988, he was elected general director of the company.

In 1993, Katrenko was elected to the State Duma of the Federal Assembly of the Russian Federation. He later became the head of "Sovtransavto-Mindvody" again in 1996, and in September of the same year, he led the Mineralovodsk Territorial State Administration. In March 1999, he was appointed Deputy Chairman of the Government of Stavropol Krai, where he oversaw investment and foreign economic activities.

Service in the State Duma

In December 1999, Katrenko was elected to the 3rd State Duma, representing the Mineralovodsk territorial electoral district. He became the Chairman of the Committee on Energy, Transport, and Communications. He was also a member of the "Unity" faction and the Presidium of the Political Council of the "Unity" party.

Recognition and Awards

Katrenko has been recognized for his contributions to transportation. He was awarded the title of Honored Worker of Transport of the Russian Federation in 1994. He also received the "For Services in the Development of Physical Culture and Sport" badge in 1998.
