Early Life and Education

Yuriy Lutsenko was born in Ukraine in 1964. In 1989, he graduated from the Odessa Civil Engineering Institute with a degree in Water Supply and Sewerage, earning the qualification of a construction engineer. In 2001, he obtained a Master's degree in Public Administration from the Odessa Regional Institute of Public Administration.

Military Service

From 1983 to 1985, Lutsenko served in the Soviet Army.
Career

Lutsenko's career in public service began in 1989 when he became a master of housing stock at the Yampol Combine of Communal Enterprises. He subsequently held the positions of Head of the Yampol Water and Sewerage Unit (1990-2001) and Head of the Vinnytsia Oblast Communal Production Enterprise for Water and Sewerage ("Vinnytsiavodokanal") (2001-2008).

In 2008, Lutsenko was appointed Acting Deputy Mayor of Vinnytsia. He held this position until 2011, when he became Acting First Deputy Mayor. From 2011 to 2014, he served as First Deputy Mayor of Vinnytsia.

In 2014, Lutsenko was appointed First Deputy Minister of Regional Development, Construction, and Housing and Public Utilities of Ukraine. He later served as Advisor to the Chairman of the Verkhovna Rada of Ukraine (2015) and First Deputy Head of the Verkhovna Rada Apparatus - Head of Affairs (2015-2016).

Political Career

On April 15, 2016, Lutsenko was appointed Vice Prime Minister of Ukraine.

Honors and Awards

In 2005, Lutsenko was awarded the Certificate of Honor from the Cabinet of Ministers of Ukraine.

Personal Life

Lutsenko is married and has a son.
