Early Life and Career

Владимир Лановой was born on June 17, 1952, in Kiev, Ukraine. He graduated from the Kiev Institute of National Economy in 1973. After serving in the army, he worked as an engineer, senior engineer, and eventually head of a laboratory at the Scientific Production Association "Kristall."

Political Career: Early Roles

In 1991, Лановой was elected President of the Center for Market Reforms, a position he held until 1994. That same year, he was appointed Minister of Property and Entrepreneurship.

Rise to Prominence

In 1992, Лановой was appointed Vice Prime Minister and concurrently served as Minister of Economics. However, he was dismissed from his government positions later that year.

Presidential Ambitions and Return to Parliament

In 1994, Лановой ran as an independent candidate for the Ukrainian Parliament and was elected. He also participated in the first round of presidential elections, finishing fourth with 9.55% of the vote. Despite the electoral setback, he re-entered politics as an advisor to the President of Ukraine on economic policy from 1996 to 1999.

Later Political Roles

From 1997 to 1998, Лановой served as the acting chairman of the State Property Fund. He also held membership in the Commission on Agrarian and Land Reform and the Higher Economic Council. From 2000 to 2002, he served as Permanent Representative of the President of Ukraine to the Cabinet of Ministers.

Parliamentary Elections and Party Affiliation

Лановой's attempts to return to Parliament were unsuccessful in 1998 and 2002. He was re-elected in 2006 as a member of the "Our Ukraine" bloc. In 2007, he became a member of the "Our Ukraine" party and resigned from Parliament.
