Early Life and Education

Valeriy Holikov was born on May 2, 1960, in Anthracite, Luhansk Oblast, Ukraine. He graduated from the Kommunarsk Mining and Metallurgical Institute with a degree in industrial and civil construction.

Political Career

Early Positions and Party Affiliation

From 1985 to 1987, Holikov served as First Secretary of the Kommunarsk Komsomol City Committee. He later became a consultant and secretary for the Voroshilovgrad Oblast Committee of the Communist Party of Ukraine.

In 1990, Holikov joined the Party of Regions. He held various high-ranking positions in local government, including Secretary of the Luhansk City Council and Deputy Chairman of the Luhansk Oblast State Administration.

Governor of Luhansk Oblast

On November 10, 2010, Holikov was appointed Governor of Luhansk Oblast by President Viktor Yanukovych. He served in this capacity until March 2, 2014, when he was dismissed following the Euromaidan protests.

Professional and Civic Life

Holikov worked as a master at the "Domstroy" Directorate and later as General Director of several companies. He also founded the "Our Home - Luhansk" organization and the "Sputnik" youth club.

Honors and Awards

Holikov was recognized for his service with the Order of Merit, 3rd degree.

Personal Life

Holikov is married and has two sons.
