Education

Vladymyr Rashkovan was born in Odessa, Ukraine, on May 23, 1978. He obtained a degree in Economics from the Odessa State Economic University in 2000. Pursuing further education, he undertook doctoral research at the University of Genoa from 2001-2003, where he focused on enhancing the effectiveness of bank mergers. He also interned at the Institute of World Economics of the Hungarian Academy of Sciences during this time.

Career

Between 2006 and 2010, Rashkovan held various positions at UniCredit Bank. Notably, he played a key role in the merger of UniCredit Bank and PJSC Khreschatyk Bank, serving as the Head of the Local Merger Project Office. Following the successful merger, he became Head of Strategic Projects Management and Business Development, overseeing the transformation of Ukrsotsbank, which had been acquired earlier.

From 2011 onwards, Rashkovan assumed significant leadership roles within the financial sector. He served as Chairman of the Banking Committee of the American Chamber of Commerce in Ukraine and as a Board Member of Kyiv School of Economics. From 2010 to April 8, 2014, he held the position of Chief Financial Officer and Member of the Management Board at UniCredit Bank.

Central Banking and National Bank of Ukraine

On April 8, 2014, Rashkovan joined the National Bank of Ukraine as Director of the Strategy and Bank System Reforms Department, becoming a member of its Management Board. He was responsible for developing and implementing the strategy for reforming the Ukrainian banking system by 2020, including the transformative modernization of the National Bank itself.

International Monetary Fund

From November 25, 2014, to August 1, 2016, Rashkovan served as acting Deputy Chairman of the National Bank of Ukraine and continued as a member of its Management Board.

On February 27, 2017, Rashkovan was appointed Alternate Executive Director to the International Monetary Fund representing Ukraine. In this role, he contributed to the Fund's mission of promoting global economic stability and growth.
