Early Life and Education

Born into a family of Russian migrants seeking a better life, the Ukrainian politician and public figure has family ties to the prominent Russian merchant dynasty, the Kiselevs. He pursued his higher education at the Kherson State Technical University, where he served as student mayor and led the youth organization "Young Nation." Later, he earned a master's degree from the Kyiv National Economic University and graduated with honors in Finance from the Kherson State Technical University. His academic achievements also include two programs at Harvard Kennedy School, a doctorate in Economics from the National Academy of Sciences, a doctorate in Church History from the Chernivtsi Orthodox Theological Institute, and programs at the Aspen Institute and the Ukrainian School of Political Studies. He holds a PhD in Theological Sciences and is a candidate in Economic Sciences, an associate professor, and a guest professor at the Military University of Nueva Granada in Colombia.

Professional Career

His professional journey began as an advisor to the Head of the Kherson Regional State Administration on youth policy. He ran for the Verkhovna Rada in 2002 but later headed commercial companies until 2009. From 2009 to 2014, he held various government positions, including group leader of advisors to the Minister of Economy, director of the department of national projects, and advisor to the Minister of Finance.

Ministry of Defense and Volunteerism

From 2014 to 2016, he served in the Ministry of Defense, leading the department of economic activity, becoming Deputy Minister, and chairing the Council of Reforms. During this time, he co-founded the "Volunteer Detachment" initiative.

Private Sector and Advisory Roles

Following his tenure at the Ministry of Defense, he worked as a private entrepreneur, consultant, and advisor to international and Ukrainian financial institutions. He advised the Minister of Infrastructure in 2016 and the Minister of Ecology and Natural Resources in 2018.

Governor of Kherson Region

On July 11, 2019, he was appointed Head of the Kherson Regional State Administration, holding the position until December 3, 2020.

CEO of Ukroboronprom

From December 3, 2020, to June 27, 2023, he served as the General Director of Ukroboronprom, Ukraine's defense industry conglomerate.

Public and Civic Engagement

He is the initiator of the Ukrainian Club of Reformers and a member of the Aspen and USPI communities. He also participates on the advisory board of the Leadership Center of the Ukrainian Catholic University. He was President of the International Association "Kherson Region Fellowship" until June 17, 2019, and chairs the board of founders of the International Center for Defense and Security Strategies.

Personal Life

The politician is married and has a son and a daughter. He is involved in philanthropy, enjoys chess, and has participated in two half-marathons.
