Military Service and Legal Career

During World War II, Bucher served as a soldier from 1941 to 1944, rising to the rank of battery commander. After the war, he worked as a lawyer in Schwäbisch Gmünd from 1945 to 1953. He faced disqualification for 18 months during the denazification process.

Political Career

Bucher joined the National Democratic Party in 1950 and later became a member of the Free Democratic Party (FDP). He served as a member of the Bundestag from 1953 to 1969, holding various leadership positions within the FDP parliamentary group.

Minister of Justice

In 1962, Bucher became the Federal Minister of Justice. During his tenure, he played a key role in the "Statute of Limitations Dispute," which sought to extend the statute of limitations for Nazi crimes. Bucher opposed this extension, arguing that it violated the principle of legality.
