Jovoana Marović: A Prominent Politician and Advocate for Change
Early Life and EducationJovoana Marović was born on October 10, 1977, in Kotor, Montenegro. After completing her secondary education in Kotor, she pursued international and European studies at the Faculty of Political Sciences of the University of Belgrade. In 2012, she earned her PhD with a dissertation on "Structural Problems of Democracy in the Political System of the European Union."
Career in Public Service
Marović's career in public service began in 2004 as an advisor on European Union affairs in the Ministry of Foreign Affairs. She then served as an advisor on international relations and European integration in the Mayor's Office of Budva from 2007 to 2008.
From 2010 to 2016, Marović played a pivotal role at the Institute Alternative, first as a senior researcher and then as a research coordinator. She led research projects on rule of law, public administration reform, and anti-corruption efforts. In 2016, she served as a special advisor to the Minister of Labor and Social Welfare.
Experience in Research and Advocacy
Marović has extensive experience in research and advocacy. She was the executive director of the research center Politikon Network from 2016 to 2021. She has also taught and coached in various programs for the Regional School of Public Administration (ReSPA) and the European Fund for the Balkans. As a consultant, she has worked on projects for organizations such as the World Bank, CARE, the OECD's SIGMA Programme, and the Westminster Foundation for Democracy.
Marović has authored over 50 analytical papers and policy recommendations, including Freedom House reports on Montenegro for 2014, 2015, 2016, and 2020. Her academic publications have appeared in collections from the University of Belgrade's Faculty of Political Sciences, Routledge, and Peter Lang.
Commitment to European Integration
Marović has dedicated herself to promoting Montenegro's integration into the European Union. From 2012 to 2020, she was a member of the government's negotiating working group on Chapter 23 (Judiciary and Fundamental Rights) of the EU acquis. She also served on the Balkans in Europe Policy Advisory Group (BiEPAG) from 2015 to 2021.
Appointment to Government
In April 2022, Marović was appointed as Deputy Prime Minister for Foreign Policy, European Integration, and Regional Cooperation in the government of Dritan Abazović. She is also serving as Minister for European Affairs.
