Early Life and Education
Nurtay Abikayev, a prominent political figure in Kazakhstan, was born on May 15, 1947, in the village of Dzhambul, Dzhambul region, Alma-Ata Oblast. Descended from the Shapyrashti tribe, Abikayev completed his education at the Ural Polytechnic Institute named after S. M. Kirov (now Yekaterinburg), the Alma-Ata Higher Party School, and the Academy of State Service under the President of the Russian Federation.
Political Career
Abikayev began his career in 1972 as an engineer at the Almaty Heavy Machine Building Plant. From 1976 to 1988, he held various party and Soviet positions, including Assistant Chairman of the Council of Ministers of the Kazakh SSR in 1988. He then served as Assistant to the First Secretary of the Communist Party of Kazakhstan from 1989 to 1990.
From 1990 to 1995, Abikayev headed the Office of the President and Prime Minister of the Republic of Kazakhstan, concurrently serving as a member of the Security Council of the Republic. In 1995, he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the United Kingdom, Denmark, Norway, and Sweden.
In September 1996, Abikayev became the First Assistant to the President of the Republic of Kazakhstan. From 1998 to 1999, he chaired the National Security Committee of the Republic of Kazakhstan, attaining the rank of Major General. Subsequently, he served as the First Vice Minister of Foreign Affairs of Kazakhstan from 2000 to 2002.
In January 2002, Abikayev became the Head of the Administration of the President of the Republic of Kazakhstan. He was elected Chairman of the Senate of the Parliament of the Republic of Kazakhstan in March 2004. On February 12, 2007, President Nursultan Nazarbayev appointed Abikayev as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Russian Federation.
Later Career and Retirement
From October 14, 2008, to August 23, 2010, Abikayev held the position of First Deputy Minister of Foreign Affairs. He then returned as Chairman of the National Security Committee of the Republic of Kazakhstan, serving until December 25, 2015. Subsequently, he became a Senator in the Parliament of Kazakhstan from December 25, 2015, to July 13, 2017.
On June 13, 2018, Abikayev was elected President of the Joint Stock Company "Otan", the Foundation of Compatriots.
