In 1958, Gaganova became an innovator in the Soviet light industry when she spearheaded a movement called "Leading Workers to Lagging Sections." This initiative encouraged skilled workers to move to underperforming areas within the factory to improve their productivity. Gaganova's extraordinary leadership led three lagging brigades to achieve the status of "Communist Labor Brigades" under her guidance.
