Early Life and Education

Born on May 6, 1958, in Millerove, Rostov Oblast, Valery Golenko graduated from the Kyiv Institute of Civil Aviation Engineers in 1981 with a degree in Aircraft Operation as an engineer-mechanic. In 1992, he earned a second degree as an engineer-economist from Luhansk Machine-Building Institute, specializing in the Economics and Organization of Mechanical Engineering.

Komsomol and Political Career

Golenko's political career began with his involvement in the Komsomol, the youth wing of the Communist Party of Ukraine. From November 1982 to December 1984, he headed the department of the Voroshilovgrad Lenin District Komsomol. Subsequently, he served as deputy head of the Voroshilovgrad Regional Committee of the Komsomol from December 1984 to May 1987.

From May 1987 to February 1991, Golenko was the first secretary of the Voroshilovgrad City Committee of the Komsomol. In February 1991, he became director of the "Factor" Scientific and Production Company, a position he held until September 1994.

Business and Government Service

In September 1994, Golenko was appointed director of the "Geko-Invest" LLC, where he remained until January 1996. From January 1996 to August 1997, he served as an assistant to the First Deputy Chairman of the Luhansk Regional State Administration. He then became the first deputy general director of the "Luhansk Energy Company" Production and Financial Company from August 1997 to May 1998.

Golenko was appointed deputy governor of the Luhansk Oblast in 1998, a position he held until April 14, 2006. From 1998 to the present, he has been a deputy of the Luhansk Oblast Council. In 2006, he was elected Chairman of the Luhansk Oblast Council for the first time.

Governorship and Regional Council Leadership

From March to November 2010, Golenko served as Chairman of the Luhansk Regional State Administration. He was then reappointed as Chairman of the Luhansk Oblast Council, a position he held until 2014.

Party Affiliation and Political Controversies

Golenko is a member of the Party of Regions of Ukraine and is considered a close ally of its former leader, Oleksandr Yefremov. During the 2014 political crisis in Ukraine, Golenko was accused of inciting separatism and a criminal case was opened against him by the Security Service of Ukraine (SBU).

Family and Personal Life

Valery Golenko is married to Galina Nikolaevna Golenko and has two sons: Dmitry (born 1981) and Alexey (born 1986).
